Key Recommendations 5:
Strengthen Control over Ozone
It is worrying to observe the worsening of Ozone level in Hong Kong and the Greater Bay Area in recent years as it reached record high in twenty years , with the 2019 average annual concentration level of Ozone increased by 36% when compared with 2006. With a massive population in the super-region, the deterioration of the air quality is a strong public health issue.
The “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area “, published in 2019, pledged to “pursue green development and ecological conservation” as one of the six basic principles.
5.1 Based on this principle, we urge the Guangdong and HKSAR Governments to establish a stringent post-2020 regional emission reduction targets also with a view to maximize public health gain.
5.2. CAN urges the Guangdong and HKSAR Governments to complete the study “Characterization of photochemical ozone pollution in the Greater Bay Area and its regional and super-regional transportation” as soon as possible and propose policy measures to minimize worsening of ozone within 3 years.
