November 26 LegCo motion debate on “formulating a roadmap for a low carbon economy” – included a clause calling for Government to set tougher air quality targets within a fixed time frame.
November 19 LegCo motion debate: “concern about the cross harbour tunnels failing to divert traffic flows effectively and their high tolls” – smoother traffic flows would reduce build-up of pollutants due to congestion
October 15 Chief Executive’s policy address announcing adoption of World Health Organisation’s Interim Target 1 of the World Health Organization Air Quality Guidelines.

June Environmental Protection Department appoints Ove Arup to conduct an 18 month review of the Air Quality Objectives

Responsibility for Air Pollution Control Ordinance and AQOs shifted from Secretary of Health to Secretary of Environment

1987

Hong Kong’s first Air Quality Objectives (AQO) established under the Air Pollution Control Ordinance
