Parking policy directly affects traffic congestion and urban planning, all of which impact public health. For example, free (reliable) street parking can result in undesirable outcomes like greater traffic congestion and more drivers in a city. Similarly, the parking behavior of private vehicle owners can determine whether an open space or multi-story enclosed parking lot is built, affecting traffic flows and even dispersion of air pollutants (“the wall effect”).
