Clean-bus idea needs thought, Tsang says

Perhaps allegations of conflict of interest are still fresh in the mind of Chief Executive Donald Tsang Yam-kuen, who yesterday deftly avoided any repeat of the media outcry last year. This time, polluting buses were the issue, not light bulbs.
Tsang was asked at the legislature about the possibility of paying franchised bus companies to phase out old and dirty buses to improve air quality. Lawmaker Audrey Eu Yuet-mee had suggested the government buy buses that use cleaner fuel and lease them to companies.
This is not something I have a final say in, but the financial secretary does, and it needs approval from the legislature, Tsang said. I might be asked if this amounts to business collusion and whether the spending is too much…
