Reluctance by the United States to cut carbon emissions and aid developing nations to reduce pollution was the main reason the Copenhagen summit ended without an agreement, local green groups say.

Representatives from green groups Oxfam, Greenpeace and Friends of the Earth also urged the Hong Kong government to monitor emissions to help tackle climate change.

“It is a life or death matter. It’s about cutting emissions, not curbing their growth.”
